Project Description

Delivery of a comprehensive structure plan and urban design guidelines for the Central Highfields redevelopment.

Highfields is a major satellite centre to the North-West of Toowoomba. The Toowoomba Regional Council (TRC) purchased 28ha of land within the centre of Highfields to deliver a major urban renewal project which would create a new and vibrant retail and commercial core for the township.

Development Directive was appointed by the Toowoomba Regional Council to lead a project team consisting of project management, architecture and engineering professionals. Development Directive prepared and delivered a comprehensive structure plan for the Central Highfields site to provide TRC with certainty for the finer-grain planning of the master plan area and set a road map for moving forward to delivery.

Working closely with the consultant team, the physical and planning context of the site was considered to produce a high-quality structure plan that worked towards the vision of creating a vibrant and exciting centre. TRC are currently preparing a planning scheme amendment to reflect the structure plan and Urban Design Guidelines
