Project Description
Development Directive was engaged pre-Contract to assist our client in reviewing and determining the most suitable method of engagement for a Contractor to design and construct the building. This review was largely due to turbulent market conditions, and a strong desire to ensure fair value for money was obtained. Through close collaboration with the client team and market research, it was agreed that the project would proceed on a cost-plus basis with a trusted Contractor. Throughout the course of the project delivery, the DD team undertook review of all sub-contractor packages and costs submitted by the Contractor and provided a recommendation/approval of sub-contractors to the Client and Contractor. This process also included management and review of baseline project budgets, and revised budgets as ‘actual’ sub-contractor packages were secured.
Development Directive undertook the Superintendent role which included management of fortnightly PCG meetings, fortnightly inspections, monthly claim reviews, issuance of monthly payment schedules and certificates, and review of all contractual notices (NOD’s, EOT’s, variations etc).
The project was a successful example of the benefits of a cost plus agreement, and the transparency of this method of procurement. The building was delivered on programme and to a high quality.
